Private and Public markups

As a Construction Documentation management software, there should be a differentiation between public and private markups.

As of now, any project member can markup any document, including plan sets, and those markups would be seen by everybody else. The proper setup in my opinion is that the markups are by default private to the author and only designated roles would have the power to share the markups and make them visible to the rest of the team.

An example of these "managed" markups is RFIs or redlines. In projects with many members, there might be a case where a markup that is not correct is seen by everybody and can lead to incorrect field decisions.

The default case (private markups) might be useful for the author but not for others.

    In our case we have 200 workers who can access the same PDF through various Work Package, which make the pdf harder to read.

    Having a process to manage markup and note per document will definitely be a plus.
