Hello again - I believe I misunderstood your request. I thought you were talking about the weather widget that can be added to a Form or Issue. If you are talking about the weather shown in the Project Header - the answer is different. This weather is currently set based on the settings of your browser.
When I change Chrome to be in a default language from a location that defaults to Celsius - the weather header updates accordingly

Hello - in the forms designer, there is a property on the weather control to allow this selection. Does this property address your idea?
