When creating a Project in North America and having a User in Europe upload Inspections in Cyrillic Text, Cyrillic Text will appear.
When a User creates a Project in Europe and a User in North America uploads Inspections in Cyrilic Text, Cyrillic Text DOES NOT Appear.
