As a user, I want to be able to determine which forms are available in the PDF mark up tool. Currently, only RFI and Issue forms are available, and sometimes some custom made forms become available - with no indication of the criteria. I imagine
a checkbox "show this form in PDF markup" somewhere in the configuration of the form.
